Scalise was able to get the Corps to agree to an 18 month timeline to complete the Environmental Impact Statement (EIS).

“President Obama’s new budget adds $1.6 trillion to next year’s deficit and raises taxes by more than $2 trillion on small businesses and middle class families. This makes it clear that he was only paying lip service when he said his budget would focus on job creation and the deficit while presenting a budget that does the opposite.”
